The Minnesota Pollution Control Agency has been a national leader in chloride reduction. In 2020 they developed a comprehensive Statewide Chloride Management Plan which details state chloride loading, concentration trends, and a roadmap forward. 

They have also developed several Chloride Reduction Model Ordinances to facilitate the adoption of policies that protect our freshwater.

Minnesota's Smart Salting Level 1 training program for winter maintenance professionals is now the cornerstone training program across the Midwest. Their Level 2 program trains participants on the Smart Salting Assessment Tool, a free online tool for municipalities, school districts,  private contractors, etc. to track current salting practices, areas of improvement, and progress in the adoption of BMPs.
